A little googling suggests that vsmon.exe belongs to the ZoneAlarm firewall/security suite.

Not knowing thing one about ZoneAlarm, I can't advise any further on that, outside of examining how you've got ZoneAlarm configured (perhaps you want to whitelist Vimeos domain).

If you don't have ZoneAlarm installed, vsmon.exe is likely malware -- the RBOT worm -- that needs to be removed:

I'm using ZoneAlarm with XP sp3, but I'm not having that problem. Let me know if you want to compare registry settings or whatever.

Sprog reports it as a "Fight between Flash and that version of ZoneAlarm" - updated my ZoneAlarm and the problem has run away.
