Check out the jib sheet setup here, lots of stuff going on, pretty cool. A semi-quad, well, double clewed jib with a barber hauler leading off somewhere and that green jibsheet temporarily out of work. Would any VOR sailors like to chime in with an explanation?

I too would like an explanation . Would the green line be for altering sail shape?

The green line doesn't look taught, and could be a back-up? You really can't look at a kevlar line and tell whether it is about to let go or not so it's not a bad idea, especially since a headsail flogging about on a boat like that could hurt someone seriously or even endanger the rig.
The barber hauler is of course set up for reaching with a headsail.
Pretty cool photo.

If green was a back up, why would they bother with the second clew? In case the first totally ripped out? It appears the barber hauler is also in use here, just to change the sheeting angle while beating to windward. I wonder why it's leading forward though.

I don't know. If I am right then you answered your own questions, and as far as the barber hauler goes, they are adjusting leech tension one way or the other. I don't know if they do that sailing upwind, but I do know they do it while reaching with a headsail. I am not sure any of these old woodenboat guys would know those anwers :). When I used to sail on a 60' IOR boat we did not adjust the leech while sailing upwind except with a conventional tension chord. Maybe they do it differently now? (about 30 years later!)
