ACB, using surrogates to avoid conflict of interest is common on this side of the pond. I know this case is somewhat the reverse, but the principle is the same. Our politicians consider it "best practices" and while they can't directly benefit from holding office, their relatives and friends sure can.

As a matter of fact, though, they can directly benefit. Congressional ethics considers it permissible for the office holder to profit from public projects as long as others do as well. So the office holder can buy up all the highway right of way he/she wants so long as others can as well. Trouble is, only the politician knows ahead of time that a highway is going to be approved. Gives him/her a little head start on buying up the real estate....

Corruption everywhere, or maybe it was always that way; we just ferret it out better with modern global 24/7 communications and news.
