Actually, it's a bit of a demonstration of why governments work too slowly to make sense:


Under this option, interest and/or principal payments on treated debt are made in local currency into a new local tropical forest fund.
These payments stay in country rather than being paid to the United States.

A local board is established to administer the fund and award small grants to eligible recipients, primarily local non-governmental organizations, such as environmental, forestry, indigenous or community groups.

This was established in the late 1990s, the offshoot of policies initiated in the early 90s, when Brazil was going through a debt crisis. Only now is the money finally disbursed. Still, we'll make good use of our bite. :D

when Brazil was going through a debt crisis. Brasil's problems in the early nineties went far beyond a 'debt crisis'. The confidence crisis, inflation and especially issues surrounding the legitimacy of y'alls currency were astounding. Surpassed only by the ingenuity and the effectiveness of the solution that was implemented.
