I would suggest looking very carefully, inch by inch, at the glue seams in the spars, and also hammer the hull very thoroughly with a plastic hammer or even a bit of hardwood. Some of the glues that they used back then in Asia were not very durable. I suppose that it's possible to repair a double-planked hull with a failed instersticial glue joint, but boy, that would be a project. I'd also pull some fastenings, mainly at the waterline fore and aft, and at the interior (bilge) waterline amidship. Sometimes their metal acted more like brass than bronze. Also check any yellow metal castings for cracks. It sounds as if the teak over plywood deck as been removed. Good riddance.
The Atomic 4 is a good engine for that boat, and I like the way the companionway works on those boats. I used to own an H28 and am very fond of them.
