My favorite gift last Christmas was the book “DESIGNS TO INSPIRE” by Anne and Maynard Bray. Two months old and its already dog eared, especially the page featuring a sweet 28’ power cruiser by Fredrick W. Goeller Jr. This design was published in the RUDDER mag. May, June, July, and August 1916. My question is- How can I get a copy of these issues? Are they available online?

I would suggest your local library first (Miami libraries should have good maritime collections), then local maritime museums, then I know that Mystic seaports library have them -- any of these sources should allow photocopying. The other source would be sellers of used nautical books such as those that advertise in WB. If it were the plans you want you might try calling the ships plans department at Mystic Seaport to see if they have Goeller's designs. If they don't they may know where they are. You can also call WoodenBoat Magazine and ask for Anne Bray, she or anyone in Research/Library would be glad to help.

Ask your local library to try to do an inter-libaray loan of old Rudder magazines or their various books of plans.

You might check with DN Goodchild, who has done some reprints from Rudder (see his site http://www.anyboat.com/books/books.htm for details.) I didn't see the Porpoise there, but I know he has done quite a few from the Rudder Magazine.

It looks like it might be a slightly smaller version of the "Porpoise", and there may be some info about the builder/designer included in the writeup.
