concrete ballast update

My fishboat was built in 1932. I took out the concrete in the bilge a couple of years ago, and there was not a bit of rot. The galvanized fastenings were like new.

I am going to put it back, but would like to know what the additive is that makes it impermiable to water. Anyone know?
