I get these sorts of letters from time to time as part of my role with the CYA. I don't know this boat or have any connection to it, but I reckon if somebody is in So Cal and has an interest, maybe they can act on the letter. Could be a very nice boat, could be a waste of time. I don't know but if it is an original design in redeemable shape, it could be a very nice score. Hope the forum mods don't mind.
