Am I seeing things or does the dually have training wheels? I've never seen anything like that before.

It doesn't look like a dually to me - hence the outrigger wheels.
I'm not sure that's fully legal, actually... at the very least, it sure doesn't look very safe - all that weight up that high - plus you've got to worry about clearance under low bridges. Not to mention the wear and tear and strain on the truck - and its brakes! One boat on top, one behind, plus a motorcycle on the back porch. Yikes.
