We have no idea how it got there. Perhaps a rudder went into someone's compost pile years ago?? :D

I have seen very similar hardware on old gates and in that application it is also described as a pintle.Would that be a plausible reason for its presence?

Could quite well have come from an old gate. Looks like gate hardware I've seen.
