The Apprenticeshop in Rockland Maine has had them.

I've been told by the Apprentice Shop that they are not currently selling plans but are in the process of getting some copyright issues straight or something.

Mystic Seaport has plans for an Abaco dinghy that Dave Dillion drew-up based on an actual dinghy.

I'm not sure about plans but you could contact Roger Allen (http://www.woodenboat.com/forum/roger.allen%20@%20manateeclerk.com), director of the Florida Maritime Museum (http://www.manateeclerk.com/historical/MaritimeMuseum.aspx) in Cortez FL. Roger brought a nice Abaco to the Philadelphia Wooden Boat Festival (http://70point8percent.blogspot.com/search?q=mighty+sparrow)last summer, built by Thomas Winer Malone, who I believe is, or was, one of the last of the traditional builders of this boat.
