I think Sweden penalizes speeders based on income as well.....

Sweden doesn't, but Finland does have means tested fines.

Anssi Vanjoki, a senior executive of the world's largest mobile phone maker Nokia is appealing against a record 116,000 ($ 103,600) fine for speeding because his income has dropped, Finnish media said on Monday. Vanjoki was caught racing his motorbike down a Helsinki street in October at 75 kmph (47 mph) in a 50kmph zone. Finnish traffic fines vary according to the offender's average income and Vanjoki's income dropped considerably in 2001 as Nokia's share price fell.

Guy was giving his daughter, aged 14, some 'driving experience' down one of our local A routes. Got flashed at 171kph, max is 130kph. Police very unhappy with the father. Not sure about the fine, case pending. Not wealth related here.
For the dumbest prize, a guy in the UK was sent to jail for 3 months for doing 175 mph on his bike. The evidence? He was pulled in a routine check and the cops saw a video camera strapped to his tank. Ran the vid and saw it included the speedo in view. Busted!

Seems reasonable. Traffic fines are supposed to deter you from doing what you get fined for, speeding in this case. Fining that guy an ordinary amount, maybe a couple of hundred, would be like fining me three cents. No deterrent at all.

Maybe this would help pay for health care?
