What’s funny about this is that I have been looking for just that boat, just didn’t connect it to Popeye. In my mind I see Popeye associated with something like this.

But upon taking a quick look at some of the many Popeye cartoons I have on DVD and doing an image search on Google it appears that while Popeye is seen with a wide variety of craft he is most often associated with a rowboat, either coming into port after being set adrift for whatever reason, or making his getaway in one.
But in my mind he should be putting about in a small tug of some sort.

I would think that any tug or trawler hull would work. Soften up the wheelhouse and cabin, slightly oversized fittings and build everything above water a little off kilter visually and your set to go. A quick visit to Disneyland should give you ideas on cartoon based architectural details.
