Hi Carl, I can certainly recommend the PD racer as a first boat. We tend to overcanvas here, it's an Aussie thing, and they are surprisingly fast and lively in a decent breeze. The hull unrigged is a stable platform for a spot of fishing too. As for outboards I cannot see why not a small one, but you'll have to ask Michael.
