I am looking for the best solution on removing the film from West System epoxy resin.

almost certainly it is amine blush, caused by moisture in the air reacting with the curing agent during cure. Some epoxies blush a lot, others (usually more expensive) don't generally blush very little. WEST is generally known to blush a lot.
A search on the net on Amine Blush will probably give you several more in depth 'reports.'
I believe WEST recomends soap and water to remove their amine blush.

Warm water & a 3M pad, rinse afterwards. Not all of the West Sys hardeners cause blush. Check their website for more info: West System Epoxy (http://www.westsystem.com/)

Like Jim I use warm water and a 3M scrubber pad. Change the water often. Never neeed soap in the water since blush is water soluable it comes right off.

I,ve never used soap either. System Three just recommends washing with warm water.

I recollect that The Gougeons suggest a litt ammonia in the water.
