How should outboard gas can be secured? I heard they should not be?

Always kept mine in a vented above-deck locker. Not strapped down, but definitely confined in place. And the locker made a good seat.

I've never strapped one down. Figure if you have a fire onboard you can grab the can and toss it overboard.

I think to just aluminium angle or small strips of wood scewed down to keep it from sliding about would do the trick, unless its in such a place that it can be lost over board.

Best to install in an accessable location. Can use a nylon tie down strap, with 3/4" contoured blocks/ chocks, to keep from slipping around.

Always used bungees when necessary. Never heard anything about not securing 'em...

I've always strapped or tied or bungeed or otherwise appropriately secured them. Less tank movement equals less wear & tear on the fuel line and fittings, less potential headache is a good thing in my book.
Short answer: Why not?
